Americans for Prosperity – North Dakota Unveils “ND Road to Opportunity” Policy Agenda for 2027

BISMARCK, ND – Americans for Prosperity – North Dakota (AFP-ND) today unveiled its ND Road to Opportunity Policy Agenda for 2027. This roadmap serves as the strategic foundation for the organization’s advocacy throughout 2026, focusing on grassroots mobilization and policy development to lay the groundwork for the next legislative cycle.

“The ND Road to Opportunity is our commitment to bold, lasting solutions that reward work and keep government growth in check,” said AFP-ND State Director Justin Forde. “We are using 2026 to work alongside citizens and build the momentum necessary to ensure that when the 2027 session begins, we are ready to remove the barriers that stall our state’s growth.”

The ND Road to Opportunity outlines a vision for the state where people are free to build the lives they want, keeping government limited and opportunity wide open. By rolling out the 2027 agenda now, AFP-ND is dedicating 2026 to building a coalition of empowered individuals to challenge expanding bureaucracy and champion personal responsibility.

The agenda focuses on three primary pillars of reform:

  • Tax Relief: AFP-ND is advocating for the total elimination of the state income tax so families keep more of their hard-earned money. The plan also includes expanded property tax relief tied to local spending limits and fiscal guardrails to cap government growth.
  • Regulatory Reform: A top priority is the adoption of a North Dakota REINS Act to require legislative approval for any regulation with a major economic impact. The plan also calls for a five-year review of all state rules and faster permitting to spur investment in energy and business.
  • Education Freedom & Family Choice: AFP-ND seeks to empower parents through Education Savings Accounts (ESAs) where funding follows the student. The plan also prioritizes charter school expansion and funding portability to move away from a one-size-fits-all system.

“Real change doesn’t happen overnight in Bismarck; it starts with the conversations we have in our communities right now,” AFP-ND Deputy State Director Megan Indvik said. “We are spending 2026 on the ground, connecting with North Dakotans who are tired of red tape and rising costs. This agenda is a promise that we will spend every day leading up to the 2027 session fighting for a state where every individual has a clear path to success.”
